I know there are tons of postings about the problem that defender is causing.
Unfortunately this is keeping me from opening "control panel" or "my
computer". Plus I cannot access the internet from my computer. Of course
task manager will open where I can see the process but once I remove it, it
starts all over again. So all the typical answers on what to do doesn't help
me. PLEASE HELP! I need my laptop back for school. Does anyone have any
ideas? Thank you for reading, I would appreciate any help.

Can you open Windows Defender's user interface? If so, go to tools, options,
scroll all the way to the bottom and uncheck "use Windows Defender"

The reason that removing from Task Manager does not work, is that Windows
Defender in SERVICES.MSC is set to automatic and to restart on failure.

So each time you 'kill' the process, services just restarts it after about
30 seconds. You can disable Defender by going into SERVICES.MSC and setting
the Startup Type to Disabled.

This will prevent Windows Defender from starting (as long as you remove the
entry from the HKLM/Software/.../Run key in the registry.

I got the defender disabled finally and teh msmpeng.exe does not show up in
task manager. But System Idle Process is still 98 and above. I still can't
do anything. I wonder if it could be something else. But all the symptoms
seem the same as the defender. I am at a loss.

System Idle Process SHOULD be high unless you're running some applications.

It means that your PC isn't doing anything except waiting to do something.

I'm not sure what is holding up my computer. Nothing that is part of the
microsoft operating system (my computer, Control Panel, IE, etc) will work
and I can't connect to the internet at all. I can open MS Office, Streets
and Trips...anything that I have loaded in will open.

I appreciate the help but I cannot connect to the internet with my laptop, so
I am unable to download your suggestion. Thank you for your help though.
