MSM it is not started and gives the message 4

After installation MSM it is not started and gives the message ID â„– 4 in
events of application. If I try reinstall i can't select remove only repair
selection accessible.

Is that the full error message? Assuming not, could you type out exactly what it says
(screenshot would be good too)?
