Msjet40.dll missing

I am attempting to solve a problem for someone involving a computer running Windows 98. He is having problems running Microsoft Access, and the error he gets when attempting to do things such as save a new template will give him an error stating that MSJET40.DLL is missing. However, he says the file is there, but totally empty
It seems to me the easiest way to fix the problem would be to replace the file. If that is the solution however, I have no idea where to tell him to go so he can get it
Suggestions, thoughts?

Sure, update to the latest JET v8.0 upgrade from Microsoft.
This should fix any problems. Sorry, I don't have the link handy, but
this is the filename for win9x and NT.

Jet40SP8_9xNT.exe
