MsiInstaller Safe Mode error -using V2

MsiInstaller is not allowing me to run any installers or unistallers, yet
comes back with an error saying I am in safe mode or that there might be
issues with MsiInstaller therefore see your support personal.....

please help,

Post back with the relevant log -
The file name of the new log varies, but the file name begins with the letters "Msi" and
ends with a .log extension.

To find the location of the new log in the Temp folder, type cd %temp% at a command
prompt, and then press ENTER.

To reach a Command Prompt go to Start > Run > type in

cmd
Click OK or press Enter.
A faster way to reach the Temp folder in WINDOWS is to go to Start >
Run > type in[or copy&paste into the Open: line]

%windir%/temp
Click OK or press Enter
