MsiInstaller Problem

We attempted to install SP4 on one of our WIN 2K servers,
but SP3 wasn't installed. We then installed SP3
successfully, but we had the following problems when
trying to open applications from the programs menu.

1. A dialog box pops-up when we try to open apps "Windows
Installer Preparing to install"

2. Then, Problem with shortcut the windows installer
service could not be accessed.

3. then, unable to run this command

Also, in the event log we get event id 1001 (MsiInstaller
source) and event id 1015 (DCOM source)

What should we do to resolve these issues?

I has this problem as well. I scoured the Knowledge Base
and never did come up with KB article that you've posted.
