Msiexec /x {A5CC2A09-E9D3-49EC-923D-03874BBD4C2C does not work

Running Win XP PRO SP2 and all updates
Had problem of recieving the same update notification.
Running Msiexec /x {A5CC2A09-E9D3-49EC-923D-03874BBD4C2C worked when first
used 2-3 weeks ago
But now i get Error 1316.A network error occurred while attempting to read
from the file C:\WINDOWS\Installer\AS_Sigs.MSI

Download the Windows Installer cleanup tool from the link in the above
article.

Install it, and run via start, all programs.

Remove "Windows defender signatures"

Then update via Windows Update or update within the program--whatever works.
