MSI Packager

Does anyone know what the name of the MS packager. I am
trying to create an MSI for Distribution and I can't
remember the name of the .exe or the location it resides.
Also if anyone knows of better free ware for this it is
also appreciated

winstall is the name and casn be dounf on the win2k cd in support
tools\3rdparty folder\
