MSI K7 motherboard problems

I have a MSI K7 Pro ver:1 ms6195
My son fried the processor on this board, how can I tell if the board is OK.
I purchased all the bits on e-bay to make a new system based on this board
the last being the processor a AMD-A1000MMR24B.
On powering up all I get is the fans working and 4 red lights, no beeps at
all.

I look foward to your comments.

Double check the manual for any applicable jumper settings, try
power-on.

If no luck yet disconnect AC from power supply and use clear CMOS
jumper (or pull battery for a few minutes).

One question that begs to be asked, is how did the previous CPU fry?
