MSI Creating

I am trying to create an MSI installer that can do the
following:

1. Detect an Operating System
2. Select Appropriate Patches for Detected OS
3. Install the Correct Patch

I am wondering if this can be done, and if so how can I
accomplish this goal?

I won't suggest this approach for OS patching. Microsoft Software Update
Services (SUS) will be more approprate for this. More details available at
