MSI - access denied?

Hi,

I've got the following problem:

Someone tried to install an Office 97 on a system where Office 2000 was
already running. Then Office 2000 didn't work correctly anymore, so he
uninstalled Office 97. But since then the Windows Installer doesn't work
correctly anymore!? I tried to run a repair on Office 2k, but I always
get the following message: Windows Installer service could not be
accessed. Right now I can't install ANY program that uses MSI. And I'm
logged on as administrator so I should have all access rights?

I then went looking in the knowledge base and found 'Microsoft Knowledge
Base Article - 315346'. I tried both methods, but no change. And after
renaming msiexec.exe into msiexec.old for example, Windows automatically
restored the msiexec.exe so I couldn't launch the install version of the
Windows Installer.

Anyone got any ideas what I can do else? Apart from formatting the whole
thing .....

I'm sorry, I found a thread relating to that problem now. please ignore
my question. I'll try the solutions given there...
 
Event ID: 11311 CAB files not available from the installer.

To fix it do follow:

1. Run secpol.msc or use other way to start applet "Local securit
settings"
2. Go "Local policies" -> "Security options".
2. Change parameter "Devices: Restrict CD-ROM access to locall
logged-on users only" to "disabled".
3. Restart Windows.
4. Enjoy
