You may not be able to create an MSDOS boot disk for Windows 2000 if you did
not upgrade from Windows 9x or if you've converted to NTFS.

....and if what you want is really an MSDOS boot floppy you can download
a diskette image from bootdisk.com. With the proper DOS device drivers
added (if necessary) to the diskette this will boot your machine to real
DOS, which will natively be able only to see and use FAT16 partitions.

There is no 'real DOS' in W2k, whick like earlier NTs and XP is not a
DOS-based system. These systems contain a software DOS simulator, but
not DOS itself.
