mscoree.dll restore access

After running Norton WinDisk, the report says that it
cannot fix the problem because the Application cannot
access a necessary file "mscoree.dll" How do I restore
access to this file. I have tried System reset, and the
program does not make any changes to system settings.

This is all I have on this subject:
Mscoree.dll is part of the .NET framework for Windows.
Go to Add/Remove and remove the .NET framework there.

To reinstall .NET Framework go to:
www.microsoft.com/net or from the Windows Update Site.
