MSCONFIG will not open.

Today I tried to open msconfig, but nothing appeared. I tried to open it from
Start, Run, msconfig.exe, and also from cmd, msconfig.exe, but nothing
happened.
I checked in C: Windows\pchealth\helpctr\binaries, and it is there but will
not open.
I am using Windows XP Home Edition SP3.

Has anyone any ideas that might help me.

This often means you have a virus. Run a virus scan and also run a spyware
scan with Windows Defender.
 
I have ran a full scan with AVG 9.0.697, also ran AdAdware, Spybot and
Malwarebytes anti malware. No virus found, but I can still not open msconfig.
 
Regedit works fine in the run box as do any other commands I have tried
except msconfig. If I type regedit in starts search box I get regedit.exe,
which opens regedit. If I type msconfig in starts search box, I get
msconfig.exe but it does not open msconfig.
 
I do not have a Domain Controller, I am running xp home edition SP3.

Does it appear in theTaskbar?

Start Task Manager (Ctrl + Shift + Escape) and on the Process tab does
MSConfig show up as running? Does it show and disappear in the list when you
type it?
