msconfig starting on startup

msconfig is starting up on startup for no reason. All items are checked in the startup and all services are enabled per the advice of the "knowledge base," but it continues to startup. How can it get it to stop?
 
On the general tab, select Normal startup.

Then I would try posting to a Windows group for your operating system.
