msconfig in WinXP Pro

I am trying to find out what is slowing down my computer and when I run
msconfig it gives a warning cannot read config.sys file because of an error
(cannot find path??) and same with autoexec.bat, system.ini, win.ini and
then gives error procedure entry point getprocessflags could not be located
in dynamic link library kernel32.dll, How can I solve these problems???

Is there any way to extract or repair the files used by msconfig in WinXP
Pro? How safe is reinstall over current install and will it leave intact my
option to boot to win 98SE? WinXP Pro is working overall but my root
problem is with right clicking on a folder in windows explorer locking up
the computer for 3-5 minutes before I can go further! Or would my best bet
be to wipe the XP Pro install reset the Win98SE install and clean installing
XP Pro??
