msconfig "flashes" on screen and does not stay

Use msconfig to disable startup programs as a prelude to video capture and similar activities. Has worked fine for months. Now, all of a sudden, after typing the "run . . . msconfig" command, the screen will appear, remian for only 1 second, then close

What's going on and how do I correct it?

Run an updated virus scan.

are you logged in as an administrator or limited?

I've logged on as administrator (from safe mode) and run the darn virus scan (Norton 2003) with updated virus library and still no indication of virus, Just the problem Even ran the scan as an online scan direct from Symantec and still no virus detected.
