Msconfig, extra tab in MCE?

Main PC using XP Pro/SP2 & laptop using XP MCE.
MSCONFIG on the laptop has an extra tab called Tools.
Why is this and can I get it on the XP Pro?

This update was installed on your laptop.

The 906569 update adds the Tools tab to the System
Configuration utility in Windows XP Service Pack 2
