msconfig error, tells me I'm not admin when I AM admin

I am trying to disable startup items in msconfig and I keep getting the
message that I must be the system administrator to make changes. I AM logged
in as administrator. I have run the Microsoft malicious software removal
tool and it doesn't find anything. I have McAfee installed and have run a
full system scan. Windows is set to auto update and it runs regularly.

The quick check to see if you really are an administrator is to Right-
Click on "Start". If you see an "open all users" option, then you are
an administrator.

Msconfig works by renaming registry entries and files. It's possible
that malware has changed the access permissions to some keys/files,
locking out even an administrator from changing them. When msconfig
finds it cannot move an entry, it may just put out the canned error you
are getting. You'll have to run regedit and find the registry keys in
question (look in msconfig's "Location" column under the Startup tab),
right-click on them, and verify the security access permissions give
you access. An administrator *can* change the permissions.
