What is the purpose of the msCMTsrvc application in
WindowsXP. It says hot deals. It reguires access to the
internet. What service is this program performing?
Can I stop it without any adverse effects?

Most likely a parasite or some kind of adware

This is not a feature of Windows XP. "HotDeals" is an application provided by Compaq [Presario PCs] Yes. You can stop this service [Services.msc] and delete the hotdeals icon from the Desktop.
