Try running "fix the ding wave file" line #6 right side here:
http://www.kellys-korner-xp.com/xp_tweaks.htm

Or if you are using tweakui on the general section make sure that "beep on errors" is checked.

This problem (that only affects sounds that are triggered by a sound
event) sounds like a problem I have seen in Windows 2000. It is
caused by a null value at the root of the HKEY_CURRENT_USER
registry hive. Even though the following Microsoft Knowledge Base
Article does not list Windows XP, perhaps the resolution can solve
your problem:

KB262256 - No Sound Events Are Played
http://support.microsoft.com/?scid=262256

NOTE:
Changing or deleting registry entries can cause you to have to
reinstall the whole operating system. Before you run the Registry
Editor I recommend that you understand how to backup, edit
and restore the registry.

In particular, I suggest that you read the KB Article section
titled "Export Registry Keys" and then, before you edit the
registry, export the keys that you plan to edit. For more
information see the following Microsoft Knowledge Base
Article and/or Registry FAQ.

Windows XP and Windows Server
