If your "normal user" is getting a Warning Message from Paint similar to this:
C:\Documents and Settings\%UserName%\My Pictures\Sample.jpg
Paint cannot read this file.
This is not a valid bitmap file, or its format is not currently supported.
Resolve the problem by applying the workaround given in the following Microsoft
Knowledge Base Article. In sum the KB article says that the program is "trying to
access registry keys that require permissions that your account does not have" and
the workaround is to give "Users" Full Control of the Shared Tools registry key.
Note: Even though the article does not state that it solves the problem with
mspaint.exe, it does.

And if the workaround does not solve the problem please repost with more information
such as the exact error message and a description of what happens when your "normal
user" tries to open a JPG.
