MS/Outlook I send out HTML format 2007 they receive text only

I am sending out message through Business Contact Manager Marketing System
Mass Email. I am using their wizard and am inserting graphics and multiple
color text. The recipient is receiving text only. They are using XP or 2003
What is happening?

Hello Glorieta,

Make sure your recipients have thier email clients setup to show HTML
formated emails. By default, outlook express shows only the text message.

I did check with my test receivers and yes, they were set up to receive html.
In fact they had received several emails from me (new 2007 outlook) with
graphics and they all came through okay. It was only those that were ran
through the marketing system that arrived as text only
