MS OUTLOOK 2007 WONT RECEIVE EMAILS FROM INCOMING SERVER

My HP 8020n tower Vista computer was recently stalled, and unable to reboot.I reset to factory settings, and loaded the SP1 and 2, and other stuff.. Performance wise its good. Now with my outlook 2007, i have problems receiving incoming mail from the server. It seems everything is set up correctly.. (It was working before). I have sites hosted at Godaddy.com on a virtual dedicated server. I have a mail forwarder on these sites and I receive the "test message" from outlook at my hotmail account. I checked with optimum online, with Godaddy, i can send out mail but cannot receive. I have a linksys router. I have disabled all sort sorts of firewall, but no luck. I need help desperately with this issue.

What error is shown when you want to send mail. Can you post it here as per verbatim
