Using Outlook 2003, I have various .pst storage areas in a local (i.e. C:\mailbox) area, and message rules put messages from the inbox into these .pst files. I expect any unread mail to show with the usual blue counter, but there is no indication that any new mail has been filed in the pst.
If I right click on the .pst file and select properties, then there is a radio button "Show number of unread items" that is selected - but this obviously doesn't work.
