Is it 'normal' for the red light on the Microsoft Intellimouse to be on all the
time...even when the computer is turned off.....mine seems to be. Is there a
way to change this behavior?

The computer is probably in standby, that's when it's ON.
If the computer is OFF the mouse LED is OFF

Howard.

I think you would have to check the motherboard or
Windows Power Option settings

Depends on the mobo. With my current MSI board, it's on all the time.
With two previous boards, it wasn't. There might be something in the
BIOS power management you could turn off to kill it. The reason it's on
is to allow the system to wake up when you are in standby mode (if your
system is capable of it).

My mouse's light dims when not in use and stays that way until the PC
is turned off. There's no way to change this, but you could paint the
tail light area black or cover the area with a piece of electrical
tape. At first I found this light annoying but most people think it's
"cool."

Only if you turn off the switch on the power supply or unplug the PS.
I finally got used to that red light and now I use it to navigate at night.
Great night light!

If the computer were in standby mode wouldn't it just return to
Windows when I pressed the power button. When I press the powe button
it starts with a POST and full boot...

With modern power management and such even when the system is shutdown
there is a trickle of power squeezing it's way thru the PS. The power
runs thru the mb and out to the mouse and KB waiting for you to move
the mouse or hit a key to power up the system.
Myself I put a tiny inverter and 8 feet of blue EL wire inside the
keyboard running back and forth between the keys. I have a large
black desk that I built a keyboard/mouse platform under. Playing
games at night with the lights off, if my fingers got off the right
keys, the light from the monitor wouldn't light the KB to let me see
the right keys as they are shaded by the desk. Now I can see them in
the dark.
Shutting down the system, I still get the 5v to the keyboard, enough
to keep the inverter/EL wire running. So if I come in the study in
the dark, I don't have to turn on the light to see to boot the system.

Of course if the mouse light bothers you, I don't suppose you're going
to light up the keyboard too......<G>

If the mouse light really bothers you, pull the power plug.
Or you could run the monitor and PS lines thru a power console and
really kill everything with a single switch....

That's how my Intellimouse and mobo work. I think it's because when in
standby,
the ATX power supply is also in standby, which means there is a +5v
standby
power supply still running powering up the mouse and Ram chips and mobo,
if the mobo
has STR(3) I think enabled. Maybe all mobo's don't run the Mouse PS2 port
the same way.
See if STR(1) or STR(3) settings in the BIOS affect the mouse light.

2 more thoughts:
Maybe there is a 'wake up event' or 'Keyboard Win98' setting in the BIOS
that might change the behavior on the mouse on your mobo

Maybe just the USB connection and set BIOS USB to turn off
when shutdown..

I've had this problem too with my Intellimouse.
It stopped when I disabled "wake up on keyboard command x"
from the BIOS.. I suppose it could also be solved if you moved your
intellimouse over to USB from the PS/2 port..

It is not a problem to me in terms of looks, just wondering if it indicated a
'problem' with the mouse or mobo...sounds like it doesn't.
