Yes and no.
No, you don't need FTP but it can be used and should only be used when not
using any of the push button monkey code generated by FrontPage or
Publisher. Only use FTP when using FrontPage for HTML page layout and any
code written by your own hand. FrontPage will publish to the web. If I
recall correctly Publisher requires the use of FTP.
Do not use Publisher for webpages if you can avoid doing so. Even though it
can be used the results are very crummy compared to what can be done using
FrontPage. Well, actually, for a onesie or twosie page website Publisher
could be okay and save many hundreds of dollars and wasted time learning and
using FrontPage when its not needed.
