MS Fax droping country code.

In the Recipient information dialog box the name and number is correc
including country code.
The dialog box Completing the Send Fax Wizard the phone number is correct.
I click on FinishThe next dialog box Fax Monitor has 011 area code and phone
number but no country code.
So the number is not dialed correctly and the fax fails to send.
Why is my country code 7 disapering?

State which addressing service you configured the Fax program to use. State
whether your problem is with how the number is stored or with your dialing
rules.
