MS Fax Console dialing rules bug?

I live in one of those huge metropolitan areas that have multiple area codes
for LOCAL phone numbers. Everyone must always dial an area code to make
local calls, but WITHOUT the leading "1" (which distinguishes local from
long-diatance calls). However, I can't get MS Fax Console to dial an area
code without it automatically inserting a leading "1" by default. As a
result, I can't send local faxes. Guess the guys in Redmond weren't aware of
this issue. Any suggestions? Thanks.
 
To ensure that the Fax Service will invoke your dialing rule correctly, make
sure that the phone number to which you are sending the fax is in
"international format" or "canonical format". Details on how to use
