Your question may be better answered in a newsgroup appropriate to your
problem. This newsgroup is dedicated to the Microsoft Access database
product.
 
Outlook Express is not a current product anymore from what I know.
Microsoft Live mail has replaced it.

Both Outlook Express and Microsoft Live Mail are smaller simplier products
than Outlook, but they are free.
So better depends on what you need/want.
