MS Exchange Personal Address Book

I see this subject address book discussed within Outlook,
and have it listed under Tools --> Services, but how do I
access this Book and actually use it...add entries...etc.?

The first question would be, why do you need to? It was replaced by the
Outlook Address Book years ago.

I see it as another option for exporting the Express
Addressbook, and I can't find where the Export is going
when I use the Personal AddBk. There is a lot of
developmental history I know nothing about which is not
intuitive or documented.
Again, I'm looking for ways to save about three weeks of
work which was put in a WAB file, not knowing this was a
bad choice of applications.....I'm learning.

The PAB would not be a good choice then since you are unlike to encounter an
Outlook installation that is even still using a PAB.
If Outlook and OE are on the same partition, just import OE's Contacts into
Outlook using File > Import and Export > Internet Mail and Addresses.
