In order to troubleshoot a minor problem and determine whether it is caused
by a startup program, someone has advised me to use the Startup tab of the
System Configuration Utility and hit the "DISABLE ALL" Button (after I have
made note of all the existing checks). Is this wise? Does "DISABLE ALL" do
any serious harm? Will I be able to reboot?

msconfig = System Configuration Utility. Yes you will be able to reboot.

Disable All just UNChecks all the Startup Programs. You probably do not
need half of them starting anyway (SWAG).

Does "DISABLE ALL" do
any serious harm? Will I be able to reboot?

Do NOT do this in the services tab by mistake or you won't be able to
boot.
