Im not sure what the problem is here to be honest, I have
MS Antispy and can access that site without problems.
With you saying it starts to download, does the site open
or does it say "page not available" and do you only get
this error when you try to log-in ?
Maybe worth checking your Hosts file, This could be a
hosts file re-direct for banking sites but it depends if
the site opens for you.
Use this search method or download HostsFileReader at the
bottom of this reply.

Goto start menu and search then type in hosts press
search, If you have xp it will be located in
system32/drivers/etc , Right click and choose to open
with Notepad and it should look like this:
# Copyright © 1993-1999 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP
for Windows.
<SNIP>
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host

127.0.0.1 localhost
Make sure there isnt anything below this 127.0.0.1
localhost line and if there is let us know what to show
if they are protective entries to block ad's and malware
sites or if they are malicious to redirect banking sites
to a certain IP address.

It may be easier for you to use HostsFileReader
http://downloads.subratam.org/HostsFileReader.zip
Plus with the above you could also try the "Scan for
Hosts" feature to make sure there isnt a malicious one
setup anywhere.
If this isnt connected to your Hosts file can you try
shutting doesn MS Antispy by right clicking the icon and
choosing shutdown then try to access the site. Its hard
to know whats wrong here as the site opens for me with MS
Antispy installed so try give abit more info on what is
happening when you try to log in and if the problem is
after you send the log-in details or if the site's not
opening and if it clear's the problem by closing MS
Antispy to make it abit easier to help more.
