MPEG file playback in slow motion and frame by frame

Is there some way to play back MPEG files in slow motin
and frame by frame using an application that comes with
XP or comes free and is widely available?

I have learned that it is possible to use WMP to play in
slow motion and frame by frame for DVDs. Is there some
way to accomplish the same for other formats such as MPEG?
 
One way to play back MPEG is in Windows Movie maker,
import the video to there drag and drop it on to the time
line, then right click the video in the timeline, go to
video Effects and choose slow down half, if you want it
slower still you can do the same again and it slows down
the video further.

Thanks. I've tried that but when I import the mpg file
into Moviemaker, it seems to think that it's only an
audio file without a video component. So, Moviemaker
won't let me drag the clip to the video track, only the
audio track.

Do you know what I'm doing wrong?
