MPEG accidently stored in Temporary Internet Files as a system command

There is a file in my temp internet files folder that
cannot be deleted through any means that i know. It is an
MPEG and is a video/audio stream file. If i try to open
it, it says that it is a system command. How do i get rid
of it?
 
IF you didn't convert to NTFS and IF you have a boot floppy from 98, SE, or
ME use it to boot, navigate to the directory in question, delete file.
Remove floppy and reboot normally.

xp I assume. Try booting in safe mode. It may let you delete it
then.
