MPEG 2.5

My car has an MPEG player, but it only supports MPEG2.5 layer at a bit rate
of up to 320 kbps or variable bit rate. There is also a note that these files
must be burned in accordance with ISO9660.

All my music is MPEG3 as standard, how do I convert it for MPEG2.5?

I used Google to discover that MPEG2.5 is MPEG2 at a (further) reduced
sample rate.
(Which slightly confuses me, as I thought that MPEG2 dealt with moving
pictures with sound.)

Anyway, look for an appropriate codec. I thought that WinAmp might offer an
MPEG2.5 encoder, but my query seemed to return many unwanted results.

At least you get the idea...
