Does anyone know what mpcmdrun.exe, Command Line Utility, is?

I've Googled it and it appears to be part of Windows Defender, the new MS
antispyware, and it keeps asking ZA for permission to access the Internet.
I've blocked it thus far, should I allow it access?

Appears to be so I have allowed it the program changes regularly so my
firewall 9mcafee's notices changes regularly and pops boxes up regularly.
