MP3 Tempo-revised

Is there a way to adjust the tempo (speed) of an already
made MP3 file. You know....to slow it down or speed it
up?
Thanks. If so, what program would I use to do this?

Somebody responded to this but there wasn't any message
typed when I clicked the "+" sign, so I had to place this
question again. Thanks.
 
Sounds and Audio Devices Properties in Control Pane
Change the Acceleration and Bit rate. Click Apply/O
 
I'm sorry...I don't see what you are talking about. I see
the icon, but not the feature to change. Please help.

The Advanced button then under Sound Playback then under Advance
Audio Properties the Performance tab, you'll see the Acceleration slider.
 
My acceleration slider is all the way to full, but this
doesn't speed up or slow down the playback speed of an
MP3 file.
