MP3 Tempo-revised 2

Is there a way to adjust the tempo (speed) of an already
made MP3 file. You know....to slow it down or speed it
up? I was told this:
"Sounds and Audio Devices Properties in Control Panel
Change the Acceleration and Bit rate. Click Apply/OK

The Advanced button then under Sound Playback then under
Advanced
Audio Properties the Performance tab, you'll see the
Acceleration slider."
Now...my acceleration slider is all the way to full, but
this doesn't speed up or slow down the speed of an MP3
file.
Like you adjust the speed when you play a record on a
turntable, you can make it play faster or slower...I want
to be able to do the same with an MP3 file.

SoundPlay, a media player for BeOS could play files at +/-400% tempo. I don't
know of any software for Windows the can do the same thing, but surely there
must be something out there. Have you done a search at
http://www.snapfiles.com/ ?
 
I have a program called 'Audio Cleaning Lab' That I use to convert audio cassettes to digital (mp3) that has the facility to adjust the speed/tempo. Also I think Nero has an 'Audio Editor' that can do the same thing.

I couldn't find any way to do it with Nero Audio Editor.
