Is there a free program which can record directly from a line in and encode
it on the fly into MP3 format?
I've found a few but none of them are free.

It appears that freecorder will do what you want:

http://www.freecorder.com/

The program appears to be free, and claims to have no adware/spyware,
but I have not verified this myself.

I have now checked out the EULA for this software, and despite the
large "No adware, no spyware" banner on its homepage, the licence
states:

"This program may display advertisements for other recording products
or services from Applian technologies Inc. In addition, some limited
usage data about filenames saved is collected and stored in a central
server anonymously. Agreeing to the terms of this license indicates
your acceptance of these operations.

This software contains no spyware or monitoring software about events
outside of this program. Please refer to the Freecorder Web site at
www.freecorder.com, or email us at (e-mail address removed) if you have
questions about privacy."

So it does have adware, and it is spyware :-(

Sorry to waste your time.....

<http://www.stepvoice.com>
StepVoice Recorder is a real-time recording software with MP3 file format
support. Allows recording from any sound source. By changing recording
bitrate you may vary sound quality from PHONE (3.5-7.0 Mb/hour) to CD
(3.5-7.0 Mb/3 minutes) !

The StepVoice Recorder features include, but not limited by:

Support recording from all sound sources (microphone, media players,
internet audio, etc.);
Supporting file formats: MP3;
Direct MP3 encoding without temporary WAV files;
Auto name system;
Friendly interface;
and much more...

Although primarily for CD's, go to File and choose Line-in Sampling. You
can pre-set the length of the recording or even program a timer to turn the
recording on and off.

You have several choices already, here is another. It is meant for exactly
what you want...

Absolute MP3 Recorder

It's not necessarily a good idea to go directly to MP3 though. If you need
to trim silence at start/end, split multiple tracks, clean tracks, etc. it
is *far* better to record to wave, do what's necessary and then encode. See
my dandies below for more info.

Thankyou Ian, Herbert, Rod, Pete, Thorkild, fc42 and dadiOH. What a quick
response!!!
I'll download them all and give each one a go.
I do understand that it is easier to edit and run cleanup effects on wav
files but I've got piles of records that my wife says must go. So I need a
program that will just get the sound onto my hard drive quickly and
efficiently without taking up too much space. I want to record whole albums
in each file and then go straight onto another one.
I have cool edit to do any noise reduction or cutting later if I ever get
around to it.

I'm told that decoding MP3's to wav then re-encoding them back affects the
quality but I truely can't hear any difference at 256Kbps.

If you don't need to apply noise reduction, mp3DirectCut
http://www.uni-frankfurt.de/~pesch/ can edit mp3 recordings without
decoding. You can accurately trim (with fades if needed), split whole
album-recordings into individual tracks, normalize volume etc.
