I have to 40gb WD drives. Each drive has two
partitions. Drive C has Windows 98se installed on the
primary partition, and Drive D has Windows XP Home on the
primary partition.
I want to remove Windows 98se from Drive C and move XP
from the secondary drive (D) to the primary hard drive
(C). Is there anyway I can do this without having to wipe
evrything out and reinstall XP?

Change the System/Boot Drive Letter in Windows http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q223188& and http://www.michaelstevenstech.com/xpfaq.html#Remove to remove a dual boot.

My opion is that it will be easier to save what you need (documents, e-mail, links, office settings, etc.) and reinstall to C after formatting the drives.
