Moving windows... help!

i installed windows xp on my brand new pc with 512MB RAM and sempron 2500
processor.
when i'm moving or dragging the windows i opened to a different portion on
the screen, the window is like "crawling"....
when i'm reading something on a certain window (like in IE or word), and i
scroll down to read the rest of the document, it's like crawling as well. the
action when i'm scrolling or moving the window is so slow.
Is this a problem on my OS or on my computer?
Is it ok to install windows xp on my pc or should i install an earlier
version of windows?

Your "brand new pc" will run XP just fine. It's your video card (or chip)
that sounds like the problem here. Do you have the latest drivers installed
for it? Is your "brand new pc" protected by a firewall, anti-virus and
anti-malware software?
 
XP will run fine on your pc.
The problem is your video drivers.

As others have posted, either your video card/motherboard video is not up to
the task, or the drivers are not correct.
One thing you can do to speed up dragging windows is

#1. go to 'Control Panel' and open 'System'
#2. click on the 'Advanced' tab in 'System Properties'
#3. in the 'Performance' section click on the 'Settings' button
#4. in the 'Visual Effects' tab there will be a choice of radio buttons,
only one can be selected at a time.
a. select 'Adjust for best performance'
OR
b. to keep everything the same, except to speed up dragging
windows,
make sure the box next to 'Show window contents while
dragging' is NOT checked.
