moving textboxes

Is there a method of moving textboxes (specifically footers) precisely
(without snapping to grid)?

I've tried holding ctrl and shft
 
You can also click the "Draw" icon on the Drawing toolbar, select "Grid and
Guides", then uncheck the "Snap object to..." option.

I've tried holding ctrl and shft

ALT while dragging or Ctrl while using arrow-keys. Ctrl+ArrowKey moves the
shape a pixel at a time, so the further in you're zoomed, the finer the degree
of control you have.

tested this weekend a treat - particularly like the ctrl+cursor method

It sounds that, although this functionality is included in PowerPoint, that
you were not able to find it easily. It would be great to know what steps
you went through to find this capability in PowerPoint so that we can know
where to improve our help content, user interface, etc. so that it will be
easier to discover this capability in some future version of PowerPoint
