I have some website login passwords that I saved while using Internet
Explorer on the web. I am moving to a new PC. How do I move these passwords
to the new PC?

Jeff

One cannot transfer password form one computer to another.
You'll have to manually re-enter them.

So lazy you are....
Try to copy all cookies files to you new computer.
But I don't sure it is useful.

Note: Some AV Software products identify this as malware, or a hacking tool, because it will display normally inaccessible passwords. However, the program is harmless and doesn't send any data, anywhere. You can use it to transfer stored passwords to another computer.

Not the cookies, the saved passwords. I asked the same question about
Firefox and it is both possible and easy to do with Firefox.
