Moving .pst folder to new computer

I am trying to move my Outlook .pst file to a new computer. I have set up a
network, but the network does not seem to want to recognize the folder that
contains Outlook as Shared. No idea why, but I figured, OK, I'll just copy it
to an external hard drive and then connect that hard drive to the new
computer and import the data.
Here is the problem. I cannot copy the folder, which is LARGE (600 something
mb) because I get the message that the file cannot be accessed because
another process has locked a portion of the file.
What does that mean? And how do i fix it?

First, make sure Outlook is not running. Then if any desktop search
programs are running (Google or Windows Desktop Search), modify them to
exclude mail.
 
Outlook is closed?
You checked under Task Manager, Running Processes tab for outlook.exe?
You have a desktop search tool indexing your data file?

PS You dont Import native OL data, you open the data file within Outlook
