Is there a utility (or technique) that would handle moving an installed
program from one disk (like C: to F:) to another?

I'm guessing the essence of such a utility would be the ability to handle
all the registry changes which would be the essential probem of such a move.

Yes, there are such programs, and they purport to search out and
change all the references to where the program is--in the
registry and elsewhere.

Perhaps the best-known such program is COA2.exe. I've used it and
found that it did a fair job, but was far from perfect. It found
most references, but occasionally missed some.

The safest and best way to do this is to uninstall and reinstall
the programs.
