How to move files from folders to the root?

Open the root folder in Folder View (this opens when the web opens), and
drag the files from the folder/file list on the left to the open folder.
Any links to/from the files will be automatically updated, unless the
links are scripted (JavaScript, ASP etc.)

Drag and drop them or copy and paste them...the usual methods.

Do not copy and paste pages, unless you want pages with broken links.
