Moving files from '98 to XP

Network is a peer-to-peer TCP/IP without domain.
We created a text file in '98, and shared the drive with an XP computer, or
copied te file to the XP computer.
The XP computer cannot change the file name, as it appears to it that the
file is still being used by '98.
What do we do to enable the XP to change the file name?
 
Try turning off win98 computer.

Sorry, did not make myself clear. This is an ongoing process. Files are
trasferred several times a day.
Even if the file is copied to the XP computer, it is not manipulable with
the XP.
 
What happens when you try? Try running OH.exe against the file to see what
process holds a lock.
