Moving Distribution List

I have a large distribution list contained in a private folder in Outlook
2003. I am trying to copy the list into the Contacts in the Public Folders.
Upon trying to copy the list over I get an error message saying: 'Can't copy
the items. Out of memory or system resources. Close some windows or programs
and try again.' The computer performing this operation has a 3 GHz
Processor, 2Gig RAM, Page file size of 4096Mb and 15 gigs of free hard disk
space running Windows SBS 2003. I'm not confident that resources are an
issue as it seems like it's bombing out and just giving this default error
message. There is nothing noted in the Application log in the event viewer.
The error also occurs when trying to export the contacts by doing a 'Save
As' on the distribution list and selecting either TXT or RTF. I have tried
reinstalling Outlook, but to no avail. I have the Distribution List exported
into a PST containing one folder 'Contacts' which contains this one DL. If
there's anyway to manipulate this PST into exporting the contacts in the DL
into separate contacts I can try and move some of them over at a time and
reconstruct the DL in the Public Folders a few addresses at a time.

Any advice and help welcome.

Many Thanks.
