Excel Moving data from one line to another

I have a excel document that i want to try to condense. right now the documents looks like:

Usar Rd
32000-38000 1 5
Tabor Ln
22 23


is what im looking to do is put the road the address range and page numbers all on to the same line. an example of another road is tabor ln in which there is no address range but associated page numbers.

is there a way to auto do this in excel or I could export it to another format and do it too. there is roughly 70000 lines so I would rather not have to go in and do this by hand.
