I have a user where there contacts is on their old (soon to be replaced PC)
with Office 2000 std and I want to move them to their new pc with Office XP
I've tried to copy the .pst file over and it's not finding the contacts.
They can see the standard inter office employee contacts but not external.

Your doing the correct thing. The Contacts are in the PST. If you can see
any data in the PST, you should be able to see it all. After moving the PST
to the other PC, what did you then do? You should ahve clicked
FIle>Open>Outlook Data File, browsed to the moved PST, selected it, and
clicked OK.

I did but it still doesn't come up

okay, went into properties of Outlook add/view contacts, followed wizard
through.
I copied old .pst files from old pc and pasted them into
docs and settings
app
ms
outlook
when I open outlook and go to contacts all I see is the company wide
contacts and not the contacts from the pst files
The path seems to be set right

You have to open those PSTs in Outlook. "Pasting" them into some folder
under Documents and Settings doesn't do anything. While
C:\Documents and Settings\username\Local Settings\Application
Data\Microsoft\Outlook is the default folder for PST creation, there's
nothing magic about it. Put your PST in any folder you like, start Outlook,
and click File>Open>Outlook Data File. Browse to the PST, select it, and
click OK. If it's not damaged, it will open and allow you to see the
folders it contains. YOu can either move its contents to your default
folders or use it as it is. If you choose to do this, you can add its
Contacts folders to the address book view by right-clicking the Contacts
folder, selecting Properties, the the Outlook Address Book tab. On that
tab, check the box that says "Show this folder as an e-mail Address Book".
